A hose bibb is a plumbing fixture that goes through an exterior wall to bring water to a garden hose outside. What makes it special is that the actual valve isn't by the handle, it's at the other end near the inside of the house. This lets water run out, making it much less likely that it will burst in freezing weather.

Turns out the house we bought a couple of years ago had a hose bibb that had cracked. Some genius closed the hole with epoxy. We had planted a garden and were about to go out of town, so I hooked up a timer to keep it watered. Of course, for this to work I had to turn the faucet on and leave it on. We came back to the foundation near the faucet completely soaked, and a wet basement. A professionally installed replacement hose bib was about $500.
